CONDUCTING A DETAILED ASSESSMENT OF THE CURRENT STATE OF GROUNDWATER RESOURCES IN ZANZIBAR

1. Background  

Global Water Partnership Tanzania (GWPTZ), in collaboration with the Ministry of Water, Energy, and Minerals (MoWEM) in Zanzibar, invites qualified consultants to submit proposals for conducting a comprehensive assessment of groundwater resources in Zanzibar. This activity is supported under a grant from the SADC Groundwater Management Institute (SADC GMI).

The assessment comprises two interrelated lots, both aimed at improving knowledge and management of groundwater resources in Zanzibar:

LOT 1.   Qualitative Water Quality Analysis:

Focused on testing and analyzing water quality parameters from selected boreholes across Unguja and Pemba Islands.

LOT 2.   Quantitative Groundwater Resource Analysis:

Geophysical surveys to determine aquifer thickness, extent, recharge areas, and other storage parameters.

2. Objective of the Assignment

The overarching objective of this assignment is to support sustainable groundwater resource management in Zanzibar by:

  1. Conducting qualitative and quantitative assessments of groundwater resources.
  2. Developing insights into the state of aquifers, including quality, storage, recharge, and vulnerability.
  3. Providing actionable recommendations for improved monitoring, data management, and resource protection.

3. Scope of Work

The assignment includes, but is not limited to, the following tasks:

Water Quality Analysis (LOT 1):
  • Collection of water samples from 40 selected boreholes in Unguja and Pemba.
  • Laboratory testing of physical, chemical, and biological parameters (e.g., pH, TDS, nitrates, etc.).
  • Interpretation and reporting of findings.
Geophysical Survey and Groundwater Analysis (LOT 2):
  • Conducting Vertical Electrical Sounding (VES) to determine aquifer thickness and extent.
  • Electrical Resistivity Imaging to map recharge areas and storage mechanisms.
  • Analysis of secondary data, including well logs, pumping test data, and historical hydrological records.
  • Interpretation and recommendations for improved aquifer monitoring

4. Deliverables

  1. Fieldwork plans, including methodologies and sampling protocols.
  2. Raw data sets (e.g., water quality test results, geophysical survey outputs).
  3. Draft and final technical reports detailing findings, methodologies, and actionable recommendations.
  4. Stakeholder validation workshops and presentations.
  5. Comprehensive documentation of lessons learned and field stories.

5. Qualifications and Experience

  • Advanced degrees (MSc or equivalent) in Hydrogeology, Water Resources Management, Environmental Science, or related fields.
  • Minimum of 5 years of relevant experience in groundwater studies, water quality testing, or geophysical surveys.
  • Proven track record of similar work in Tanzania, particularly Zanzibar.
  • Strong analytical and reporting skills.
  • Fluency in English is mandatory.

6. Financial and Duration

Interested Candidates should State his/her financial Proposal in either: Lot 1 or Lot 2 and not Both.

Timeline:

The assignment will run for 1 month from the date of signing the contract.

7. Submission Guidelines:

Interested consultants (individuals or firms) must submit the following:

  • A detailed technical proposal, including methodologies, work plan, and timeline.
  • A financial proposal (breakdown of costs per task).
  • Updated CVs of the lead consultant and team members.
